BSES Yamuna net metering: application pack

A rooftop solar system in East or Central Delhi gets its net meter from BSES Yamuna, and the rules are the DERC guidelines that bind every Delhi board: the connection is due within 10 days for a system up to 10 kW and within 25 days above that, with no application fee for a domestic system up to 10 kW, since 16 July 2026. Since the 2024 amendment, no feasibility study is needed up to 10 kW on the same supply type, and the DISCOM handles any load increase or transformer upgrade.

Who BSES Yamuna serves, and how to be sure

BSES Yamuna is the distribution licensee for East and Central Delhi. Verde Solaire's Delhi post of 14 July 2025 lists the East Delhi localities it serves as Preet Vihar, Laxmi Nagar and Mayur Vihar, the Central Delhi ones as Karol Bagh, Patel Nagar and Daryaganj, and names BSES Yamuna as one of the three boards that facilitate net metering in the city. South and West Delhi are BSES Rajdhani; North and North-West Delhi are Tata Power-DDL.

Do not rely on the map. The licensee is printed at the top of your electricity bill, beside the consumer number and the sanctioned load, and all three go straight into the application. On a boundary, the finder names the licensee for your locality.

BSES Yamuna's rooftop solar desk is the same BSES Delhi portal family. BSES Rajdhani's portal and helpline are in its PM Surya Ghar FAQ of September 2025; we could not verify a separate BSES Yamuna address or number from an official page, so we print none. Both boards work under the DERC (Net Metering for Renewable Energy) Regulations, 2014 and the 2014 Guidelines, as amended in 2024 and 2026.

Two ways in

Under the 2026 guidelines, PM Surya Ghar applicants apply through the national portal; everyone else through the DISCOM or state portal.

  • With the PM Surya Ghar: Muft Bijli Yojana subsidy. Register on pmsuryaghar.gov.in, choose Delhi and then BSES Yamuna as the board, and enter the consumer number and mobile number from the bill. The net-meter application is a stage inside that file, and the board picks it up from the national portal. In Delhi, subsidised systems: apply on the PM Surya Ghar portal and claim the Delhi subsidy and GBI on solar.delhi.gov.in; unsubsidised systems: the DISCOM portal.
  • Without the subsidy. Apply on the board's own rooftop solar portal: the route for imported panels or for a household that has taken a solar subsidy before.

On the first route, the installer must be a vendor registered on the national portal, and you choose the vendor on pmsuryaghar.gov.in. Verde Solaire is a registered PM Surya Ghar vendor in both Delhi and Uttar Pradesh. The list that counts is the one the national portal keeps for BSES Yamuna; the vendor check guide shows where it is.

The seven stages

The stages are the same for every Delhi board. The note after each title says who owes the next action.

    Confirm the licensee and sanctioned load from your billyou

    The board, the consumer number and the sanctioned load are all on the bill. A system larger than the sanctioned load needs a load increase, which the board handles; under the 2024 amendment no feasibility study is needed up to 10 kW on the same supply type.
  2. 02

    Register and apply on the portalyou, with the installer

    Subsidised systems through pmsuryaghar.gov.in with BSES Yamuna selected as the board; unsubsidised systems on the board portal. The login is yours. A registered vendor can sit with you and fill it in, but the application is in your name.
  3. 03

    Feasibility approvalelectricity board

    The board checks the application against its consumer records. Up to 10 kW on the same supply type this is a records check rather than a site study, and a mismatch between what you typed and what the bill says is the usual reason it stops.
  4. 04

    Installation by a registered vendorinstaller

    Panels, inverter, structure, earthing and the protection boxes. Keep the inverter switched off until the meter is in; a one-way meter does not credit what you export.
  5. 05

    Net-meter applicationinstaller

    The vendor uploads the installation photograph, the module and inverter details and the safety certificate, and applies for the meter. Check that the serial numbers going in are the ones on your roof.

    The board inspects the plant and fits the bidirectional meter. The guideline gives 10 days to connection for a system up to 10 kW and 25 days above.
  7. 07

    Commissioning and subsidy claimportal, then you

    The commissioning certificate is issued on the portal once the meter is recorded. You then submit bank details and a cancelled cheque, and the subsidy is due officially within 30 days of the claim.

The documents

The portal and the board set the final list. This is what every Delhi application has needed; BSES Yamuna may word its list differently from the BSES Rajdhani FAQ.

  • Your latest BSES Yamuna bill. The consumer number, the sanctioned load and the licensee's name are read from it. Type the number exactly as printed.
  • Proof that you own the house: the sale deed or a property tax receipt.
  • Photo ID of the applicant, usually Aadhaar, and a passport-size photograph.
  • The mobile number linked to the connection, which receives the one-time password and every status message afterwards.
  • Bank details and a cancelled cheque in the applicant's name, uploaded after the commissioning certificate.
  • From the installer, at the net-meter stage: the installation photograph, the module and inverter details with serial numbers, and the net meter and safety certificate. Ask to see them before they go in.

The name on the application must be the name on the bill. If the bill is in a parent's name, apply in that name and give that person's bank account.

Fees, timelines and the inspection

There is no application fee for a domestic system up to 10 kW.

The 20 to 30 day figure is an installer's planning number from before the amendment, and the regulator has since written a shorter clock. Arun Sibal, whose New Delhi house is on BSES, wrote: "The only issue was the time taken in installing the net meter from BSES, which was actually not in control of Verde. In fact Verde people always kept me in the loop regarding the net meter status." The review predates the guideline and does not name the board.

The subsidy row is the ministry's official figure, "within 30 days" of the claim; about 15 days on average, against reports of 30–45 days after verification in practice.

At the inspection the board's engineer checks the plant against what was uploaded: capacity, module and inverter serial numbers, earthing and the protection boxes. Someone should be at home with the bill and the application number, and the installer should attend.

Why applications stall

Most stalled files are not refused; they are waiting for one document nobody has told the customer about.

  • The name does not match. The connection is in a parent's or a late relative's name. Apply in the bill's name, or transfer the connection first.
  • The system is larger than the sanctioned load. A 5 kW plant on a 3 kW connection needs a load increase before the meter. The 2024 amendment makes that the board's job, but it is a separate step.
  • Ownership proof is missing or in another name. A tenant cannot apply without the owner; a builder floor needs the roof right settled, which the builder floors guide covers.
  • Plant details are incomplete. Photographs missing, serial numbers that do not match the roof, or no safety certificate. This is the installer's stage, and the ministry polices it: in August 2026 MNRE deactivated 66 PM Surya Ghar vendors over pending applications and told vendors not to hold a file beyond 60 days without a valid reason.

None of these is specific to BSES Yamuna; they are the ordinary reasons a Delhi file stops.

Escalation, and what we do

Read the stage on the portal and note its date. Stages 1 to 3 and 5 belong to you and the installer; stages 6 and 7 to the board and the portal. If the net-meter application is in and 10 days have passed, the board is past its clock.

We could not source a BSES Yamuna rooftop solar helpline from an official page, so we print none; the number on your bill is the board's customer care line, and the DERC guideline of 16 July 2026 is the rule to name when you call. Have the consumer number, the portal application number, the installation date and the date the net-meter application went in.

For our own installations, Verde Solaire files the application with you, uploads the plant details and the safety certificate, attends the inspection and follows the file to the commissioning certificate. Where the board is past its guideline we say so to the board. We print no response-time promise, because none has been published.   • Date of the subsidy claim, and the date the credit arrived

Keep a copy of everything you upload and everything the board issues; if a file stalls, the copies settle who owes the next step.
