BSES Rajdhani net metering: application pack

BSES Rajdhani Power Limited is the electricity licensee for South and West Delhi, and a rooftop solar application on its network is filed online: subsidy applicants register on the PM Surya Ghar: Muft Bijli Yojana portal and authorise their vendor to apply for the net meter on rts.bsesdelhi.com (helpline 19123, extension 3); everyone else applies on that portal directly. Since 16 July 2026 the Delhi Electricity Regulatory Commission (DERC) requires the board to connect a domestic system up to 10 kW within 10 days of the post-installation submission, with no application fee.

Use this guide to prepare a BSES Rajdhani application: the documents, fees, inspection and records to keep at each stage. Verde Solaire is a registered PM Surya Ghar vendor in both Delhi and Uttar Pradesh and is registered with IOCL, UHBVN, DHBVN, CEL, IPGCL, BRPL and CREST for solar power plant installations.

Is BSES Rajdhani your board?

BSES's own About page describes BSES Rajdhani as serving 23 divisions across South and West Delhi, naming Saket, Hauz Khas, Vasant Kunj, Nehru Place, Sarita Vihar, R.K. Puram, Dwarka, Janakpuri, Punjabi Bagh, Nangloi and Najafgarh among them. East and Central Delhi are BSES Yamuna; North and North-West Delhi are Tata Power-DDL. The two BSES companies share a name and a portal family but are separate licensees with separate queues. The licensee is printed at the top of the bill, with the two numbers the application turns on: the CA number (your consumer account) and the sanctioned load in kW.

If the bill says otherwise, use the BSES Yamuna or Tata Power-DDL pack. The Delhi net-metering page compares the three.

The documents, in three bundles

BSES lists what it wants at each stage, and the list is shorter than most people expect. Net metering is granted against the existing connection only.

At application: the online form on the BSES solar portal, a signature ID proof of the applicant and scanned signatures. Subsidy applicants also upload a recent bill and address proof on the national portal when they choose the vendor.

After installation: the single line diagram (SLD) of the plant, the inverter's IEC 62116 and IEC 61000 certificates with its data sheet, the net-metering connection agreement, a photograph of the earth-leakage circuit breaker (ELCB), and geotagged photographs of the plant. The vendor prepares and uploads these; you should still receive a copy of each.

At inspection: the inspection form and the serial numbers of the inverter and the modules, which the inspector compares against the roof.

For the subsidy claim, after commissioning: the DCR undertaking confirming Indian-made modules and cells, a cancelled cheque, the consumer-vendor agreement, a plant photograph and the electricity bill. For the Delhi state subsidy and the generation-based incentive (GBI), a cancelled cheque and the bill.

The stages, with the official clock

DERC's Second Amendment Guidelines of 16 July 2026 replaced the old three-tier process with two stages, applied equally to subsidy and non-subsidy routes and end-to-end online. Mapped onto the national portal's sequence, the process is this.

   Confirm the licensee and sanctioned load from your billyou

   The name at the top must be BSES Rajdhani Power Limited. Note the CA number and the sanctioned load; a system above the load is allowed but attracts service line charges.

   Register and apply on the portalyou

   Subsidy: pmsuryaghar.gov.in, with the CA number and the mobile number on record, then choose the vendor and authorise it to apply on rts.bsesdelhi.com. No subsidy: apply on rts.bsesdelhi.com directly.
3. 03

   Feasibility approvaldeemed, or 15 days

   Stage I. Not required for a system up to 10 kW on the same supply type; feasibility is deemed granted. Where it is required, the board has 15 days, and silence also counts as approval.
4. 04

   Installation by a registered vendorvendor

   Panels, inverter, structure, earthing and protection. The time you take here is excluded from the board's clock.

   Net-meter applicationvendor

   The vendor submits the registration form, the SLD, the inverter certificates, the photographs and the digitally accepted connection agreement on the portal. The 10-day clock starts at the electronic acknowledgement.

   Stage II. The board verifies the documents, inspects and tests the plant, fits the net meter, assigns the registration number and grants connectivity as one integrated step.

   Commissioning and subsidy claimyou, then the ministry

   The commissioning certificate is generated on the portal; you then raise the claim with your bank details and a cancelled cheque. Delhi's state subsidy and GBI are claimed on solar.delhi.gov.in.

Three provisions matter more than the headline number. First, no feasibility study is needed up to 10 kW on the same supply type, and the DISCOM handles any load increase or transformer upgrade, which removes Stage I for almost every home. Second, any deficiency in the documents or defect in the installation must be raised in one consolidated intimation within the Stage II period; you get fifteen days to cure it and the board then has five days to finish, and minor differences that do not affect safety or grid compatibility are not grounds for delay. Third, the cumulative limit up to connectivity is 10 days for systems up to 10 kW and 25 days above, excluding your own installation and cure time. Ask your installer for the acknowledgement date; the clock runs from it.

The route is fixed too: PM Surya Ghar applicants apply through the national portal; everyone else through the DISCOM or state portal. In Delhi, subsidised systems: apply on the PM Surya Ghar portal and claim the Delhi subsidy and GBI on solar.delhi.gov.in; unsubsidised systems: the DISCOM portal.

Official days and reported days

The guidelines are new, and the reviews on this site predate them. Verde Solaire's Delhi price post of 14 July 2025 said most net-metering approvals across the three Delhi boards took 20 to 30 days. Arun Sibal, whose New Delhi house is on BSES, wrote: "The only issue was the time taken in installing the net meter from BSES, which was actually not in control of Verde. In fact Verde people always kept me in the loop regarding the net meter status." Both predate the 10-day rule; we will report here whether it holds once enough post-July 2026 connections are in.

Fees, the meter and the agreement

For a domestic connection up to 10 kW there is no application fee for feasibility and no registration charge, whether or not you take the subsidy. BSES takes no security deposit for net metering, so nothing is refunded if you ever surrender the connection. The connection agreement is executed on the portal at the Stage II submission; a domestic consumer up to 10 kW accepts it by tick-box, and no physical agreement is needed.

A system above the sanctioned load is permitted but attracts service line cum development charges under the DERC Supply Code. Most homes stay within the load on the bill; the Delhi pricing page covers what size that means.

Where applications stall

Most of the reasons are documents, not disputes.

• The name on the application differs from the bill. BSES treats the CA number as the identity. A name change is a separate process with the division office, and once it completes the solar application must be filed afresh on the new CA number. Apply in the name on the bill, and use that person's bank account for the subsidy.
• The wrong CA number. Solar cannot be shifted to another CA number in the same building; the net metering has to be surrendered and re-applied for.
• A tenant applying without the owner. Tenants can apply, but only with a no-objection certificate from the owner.
• Capacity above the sanctioned load without the charges paid or a load increase processed.
• Plant details that do not match the roof: missing geotagged or ELCB photographs, or serial numbers that differ from the modules installed. The board must list every deficiency at once, so a second intimation for a new reason is itself something to raise.
• The vendor holding the file. If the national portal has sat at an agreement or plant-details stage for weeks, the delay is the vendor's, not the board's; the portal help page explains each status and the vendor check shows how to confirm yours is still registered.

Escalation, and what we do on your behalf

BSES publishes its solar contacts in the FAQ: the portal at rts.bsesdelhi.com, the toll-free helpline 19123 with extension 3, a dedicated net-metering email and a missed-call number, 9052552509. When you call, have the CA number, the application number, the installation date and the acknowledgement date of the Stage II submission; if the board is past ten days, say so and name the DERC guidelines of 16 July 2026.

The FAQ also says what the board will not do: disputes between consumer and installer are for the two of them under their agreement; the board only facilitates the net meter. That is why the vendor matters. Verde Solaire files the application with you on the survey visit, prepares the SLD, certificates and photographs, attends the inspection, and chases the board when a date is missed. After the meter is in

Generation is set off against consumption every month; credits roll over month to month, and any surplus left at the end of the financial year is paid at the DISCOM's average power purchase cost. The Delhi free-power subsidy is worked out on net units, that is import minus export, though fixed charges remain payable above the threshold. The central subsidy arrives "within 30 days" of the claim; about 15 days on average after the claim. Print this checklist

• Bill in hand: licensee reads BSES Rajdhani Power Limited; CA number and sanctioned load noted.
• Applicant's name matches the bill; bank account in the same name; cancelled cheque scanned.
